Just over a week since the emergency provision of Ordinance 1026 which established a new section of Clinton City Code defining vagrancy and loitering within City limits was passed to address ongoing issues across town, City Manager Robert Johnston says it is still unclear what the next steps in addressing Clinton’s transient issue may be.
