Former Circuit Engineering District 7 (CED 7) executive director Monte Wade Goucher pled guilty last week to charges of misdemeanor of a public official neglecting duty and open meetings act violations after originally being indicted on felony charges of embezzlement and conspiracy last March for his involvement in the alleged embezzlement of funds from both CED 7 and the State of Oklahoma.
