Carol “Joan” Dobbs of Oklahoma City, Oklahoma passed away peacefully on Wednesday October 18, 2023. Joan was born on February 15, 1943. She was the daughter of George and Ora Belle Higgins originally from Butler, Oklahoma and later long-time residents of Weatherford, Oklahoma.
