After a six-month investigation, Custer County authorities have recovered a stolen vehicle involved in an alleged hit and run. This investigation led authorities to Richard Chapman, 57, of Elk City, and Krystian Fowler, 25, of Butler, where the pair face alleged felony charges of larceny of an automobile.
