Lucas feels for plight of Foss water users

   With his hat in the ring for yet another term, U.S. Rep. Frank Lucas of Cheyenne said Tuesday this is the time to look into a situation that could become an even bigger nightmare for member cities of the Foss Reservoir Master Conservancy District.

   As this area starts a fourth year of drought, the water level at Foss is sinking lower and lower. During a visit to the Clinton Daily News offices, Lucas was asked if he could do anything to negate a reported requirement for member cities to start making payments on the original reservoir construction costs if production of treated water falls below a specified level.
