Foss invited to help tap Ogallala

   Could the famed Ogallala Aquifer be part of the answer to Clinton’s water problems?

   That possibility was raised Monday night by representatives of the engineering firm hired by the Foss Reservoir Master Conservancy District to help modernize and expand its water treatment plant.
Candy Starling and Michael Dewings appeared at Monday’s meeting of the FRMCD board and invited the Foss district to participate in a plan being developed to take water from the top of the Texas

   Panhandle to the Dallas-Fort Worth metroplex. Ms. Starling indicated some could be dropped along the way to other water-hungry cities and regions, such as the one served by the Foss district.
